Joe’s AFNR Journey

Joe Small is the Illinois Department of Agriculture Bureau Chief of Warehouses. Joe has worked for the State for the last 24.5 years. He began his career as a Budget Analyst for the now Governor’s Office of Management and Budget, and has held titles as Chief Fiscal Officer, Director of Accounting, Deputy Chief Fiscal Officer, and Bureau Chief. Joe holds a bachelor’s degree in management from the University of Illinois at Springfield.

What Does a Bureau Chief of Warehouses do?

The Bureau Chief of Warehouses leads the team that administers the Illinois Grain Insurance Fund and ensures grain company compliance with the Illinois Grain Code. This position requires knowledge, skill, and mental development equivalent to completion of four years of college preferably with courses in business or public administration.
